Looking for a replacement for an Asus ROG for around $1,000 USD or less, buying in USA. Also must have quiet fans or let you control fan settings.

So, here's my deal. At the beginning of the year, I purchased a new Asus ROG STRIX SCAR GL503GE gaming laptop with 32 gig RAM to replace the Sony Vaio that I'd had for about 10 years. Everything was going great with the Asus laptop for about the first month or so, and then it started doing this thing where the fan would ramp up to full blast for no reason, even when the computer was just idling, and it would just keep blowing. It got worse and worse over time, to the point where the fan would be blowing like a wind machine for hours at a time, and it was so loud that it would drown out the laptop speakers, so if I wanted to watch a YouTube video or something, I had to wear headphones. Just to give an idea, I downloaded three different sound meter apps on my phone and measured the decibel level of the fan on the Vaio versus the fan on the Asus. The average decibel reading between the three apps for the Vaio when idling was 28 db, and 36.9 db when under a bit more load. The average level of the Asus, even when idling, was 62. I know decibels work on a logarithmic scale, so I think an increase of approximately 30 db means the Asus is actually like 1,000 times louder, right? Maybe I'm misunderstanding how decibels work, but the point is the fan on the Asus is really fucking loud, and it blows all the time, and it's driving me insane. I'm actually typing this on the Vaio right now, just because I really can't take listening to the fan on the Asus anymore.
I looked up all sorts of different solutions, and I'm not going to get into them all here, but nothing worked. Took the thing into Micro Center a few times, this was back in May, and eventually they tried replacing the motherboard, which seemed to fix the problem for several months, but then over time it started doing it again. The guy at Micro Center did some reading online and found that this is apparently a common problem with my particular model. I'm having them try replacing the fan to see if that helps anything, but honestly I'm not too optimistic about it, and as much as I hate the idea of buying another whole new computer in less than a year after dropping $1,100 USD on the Asus, I'm starting to think maybe I should just replace it, because like I said, I can't stand the fan. I did some researching of my own, and apparently my particular model is one of the only ones that doesn't let you manually control the fan settings, and doesn't even let you turn off Turbo Mode. It's just all Turbo, all the time. Lucky me.
To be clear, the fan is really the only problem I have with the Asus. It boots up fast, it runs smoothly, and it has a beautiful 1080p display with wonderful, vibrant colors. I remember the Vaio cost around $2,000 USD when I bought it, and I already spent about $1,100 on the Asus, so before I get into the questionnaire, what I'm really looking for is something that might be comparable to the Asus for around $1,000 or lower, and which either has quiet fans, or will at least let me control the fan/power settings so that the thing isn't blowing out 60 db while idling. The reason I'm trying not to go too much above $1,000 is I'd rather not spend more than I did on the Vaio. Jarrod'sTech on YouTube recommends the Lenovo Legion 5 as a quality gaming laptop under $1,000, so would that be a good place to start looking? At this point I'm not even going to look at another Asus computer unless there's an iron-clad guarantee that it won't be so noisy.
  • Total budget (in local currency) and country of purchase. Please do not use USD unless purchasing in the US:Buying in the US. I'd prefer to keep it around or under $1,000 USD if I can, but am willing to go a little higher if it's really necessary.
  • Are you open to refurbs/used?If it helps keep the price down, maybe, but I'd rather have something that doesn't have too much wear and tear on it already.
  • How would you prioritize form factor (ultrabook, 2-in-1, etc.), build quality, performance, and battery life?Build quality is highest, I guess, so it doesn't start breaking down really quickly. I'd like good performance, but not at the expense of constantly being driven crazy by a loud-ass fan. Don't really care about ultrabooks or 2-in-1s or anything like that, and battery life isn't really an issue, because I pretty much always have the computer plugged in.
  • How important is weight and thinness to you?Not really important, because I mostly just have it sitting on a desk and don't really carry it around much.
  • Do you have a preferred screen size? If indifferent, put N/A.15-17 inches
  • Are you doing any CAD/video editing/photo editing/gaming? List which programs/games you desire to run.Probably some basic video editing with Adobe, but nothing too fancy. I have Premiere Elements 12, if that makes a difference. For games, Medieval II: Total War is a big one. The most advanced game I have is the original Crysis, but I don't even play it all that often. Part of my reason for getting the fancy gaming laptop was I wanted the freedom to be able to play any game I wanted, but to be honest, I do most of my gaming on consoles, and if I do play something on my computer, it probably won't be one of the fancy (mocking Jim Sterling voice) *"triple ayyyyyyy"*games anyway. I also don't play online, so I'm not concerned about connection speeds or lag or anything like that.
  • If you're gaming, do you have certain games you want to play? At what settings and FPS do you want?If I can play Medieval II: TW at the max settings, I'll be happy. I feel like any computer that could handle that could probably also handle Crysis at decent enough settings, if not maxed out.
  • Any specific requirements such as good keyboard, reliable build quality, touch-screen, finger-print reader, optical drive or good input devices (keyboard/touchpad)?The number one thing is that I want something that won't be so noisy. Other than that, definitely want good keyboard and good build. A good touchpad would be nice too, though I'll mainly be using an optical mouse, so it's not as important. Optical drive is also a plus, though I do have an external Blu-ray burner that I can use as a disc drive, so it's not a requirement, especially if getting one would drive the price up a lot. The more storage space, the better (the Asus has a 1 TB hard drive), though I do have a 2 TB external hard drive now, so that's not a deal breaker, either. Don't care about touchscreens or finger print readers.

Honestly, it doesn't even necessarily need to be another fancy gaming laptop, as long as it has a good display and can stream video in 1080p, can run games like Medieval II at reasonably high settings, and gives me enough control over the fans that I can make them quiet when I want to.

Gpu usage stuck at 40-50% after some time of gameplay.

Hello. I have problem with Crysis Remaster. When i start game gpu usage is fine 95+usage. But when i more playing,moving on area,then it suddenly dropping to 50-70% and then it stuck at 45-50%. I must restart game to fix usage. Any ideas? IS this caused by Denuvo,my faulty hardware or game engine?
