Starfighter General, the spiritual successor of Xwing vs Tiefighter. We plan on taking this game light years ahead of where it is now, and the industry at large. We going MMO to compete with the biggest space MMOS.
For now, It is a Clash of Clans style game. Build production buildings, research stronger ships, build ships, build all sorts of things to build a huge fleet. Then of course go raid other people's bases. Unlike traditional games of this type which force you to wait, you can be raiding bases non stop, securing more resources to upgrade your base and ships. This ends up being really fun because starbases will upgrade while you're playing the action part of the game.
The future mmo is ambitious and uses many techs never seen before in games. It will end with live game master(s) allowing the universe and history to be permanently changed by RPG moments guided by the GMs.

Browsing the web; watching YouTube videos and webcasted online lectures; streaming videos through Xfinity OnDemand, Netflix, and Amazon Video; reading online textbooks and other academic material (including medical radiographs, potentially); no major gaming, and if I get the itch, I'm sure I can find some satisfaction in low-end games.
If gaming, what kind of performance are you looking for? (Screen resolution, framerate, game settings)
While I would love to be able to play at least one of the F2P MOBAs, or TF2, the part of me that wants to be responsible thinks that I can just stick to the last-gen games, like Starcraft or War3 if I ever have a gaming itch. Since I don't plan to spend much time gaming, presuming I'm on my best behavior ;), it doesn't really make sense to splurge on a gaming PC. (I apologize for the rambling, but I used to game much more seriously, so I'm working on the transition still :) )
However, looking at the requirements for new laptop purchases at the school I hope to attend in 2-3 years, they recommend current entering students opt for the "graphics upgrades" on any new purchases. Thus, I would hope that some graphical upgrade in the future would have some academic value, and so I'm leaving the possibility open for that to happen later, when it's more required, and when hopefully the upgrade will be even more cost-effective due to increases in performance. (I believe my proposed setup below supports a GPU upgrade, as well a greater RAM upgrade in the future, up to 64 GB, if necessary.)
I'm sticking with 1 stick of 8 GB, DDR4-2400 so that I can use the RAM for longer than 2 sticks of 4 GB. (Or four sticks of 2 GB, I guess...) If that's not the right call from a frugality perspective, please let me know.
What is your budget (ballpark is okay)?
As low as we can go without sacrificing quality. I'm currently at $283.24 without an operating system.
My main concern here is I don't want to go too cheap and then have to do a rebuild in the very near future, although if we think that buying the bare minimum and upgrading more frequently as a consequence is the most frugal choice, I'm willing to entertain that, too.
"Only buy what you need [right now],", or "need before greed," might be the way to go, and I'm just being overly cautious about going too low-tech for the times. (Plus, I'm pretty satisfied with having gone 6.5 years on this machine without an upgrade (8/2010-2017), as it was inherited from a family member who bought it new.)

It seems like I can have one optical drive and one HDD in the case internally, and I will need one external enclosure to make use of the second HDD. I would be looking for an external enclosure with USB 3.0 capability, ideally, but I'm sure I could handle USB 2.0 speeds if necessary.
However, since I have a total of 670 GB HDD space across the two drives, and I already have a 1 TB external HDD, should I even buy a new internal HDD in a new machine? I guess the most frugal option would be to stick with the two HDD's I currently have, and then plan to upgrade later if necessary.
I would think my vintage HDD's will likely die much sooner than a new HDD if I keep them as my main drive, but I guess if we're maximizing frugality and making full use of my current system, keeping them both as internals might be my best option, and I'll just buy a new internal HDD when I need one. That will knock off $39.90, bringing us down to $243.34.
Do we think that's worth it?
Concerningly, I can't find those Seagate drives in the PC Part Picker, so I'm not sure they will be compatible. Can anyone please provide feedback there?

Interestingly, I have probably made use of the "15-in-1 multimedia card reader with infrared receiver" at least as often as the optical drives on this machine. I believe I use the mini-SD slot to update the mini-SD card that I use to store map updates on my GPS navigator. However, the optical probably gets around a little more use, at 1-2 times per year for installation purposes of CD/DVD-based programs.
My main motivation for upgrading is that I've been having some random BSODs, and if that suggests a piece of hardware is going to imminently fail, I'm hoping to have a backup build, like the one listed above, that I can order immediately as a replacement.
I have an even older VAIO laptop I can fall back on in an emergency failure of this machine, but I really don't want to be on that for long, if possible.
If a Win 7 32-bit OS reinstall helps address my BSOD issues, I would plan to try to keep this 2007 machine going until Jan 2020, when Win 7 is abandoned completely by Microsoft.
Unfortunately, my GPU on the 2007 machine (NVIDIA 8500 GT) seems to have issues with Win 10, according to NVIDIA users, so I'm concerned a migration to Win 10 in 2020 will not be too successful, and I will have another pressing reason to retire this machine.

I guess if I can make it past 2020, with Win 10 32 bit, on the 2007 machine, I might keep going to see how long I can last before I reach something that more concretely warrants a substantial upgrade.
My current tab PC usage, which seems predominantly to be due to my Chrome Tab habit, idles at around 2.6 GB of RAM, so I'm definitely pushing the limit if I'm not careful with my browsing habits.
In addition, while I probably could add more RAM to this system, as it seems to support up to 8 GB DDR2, I have held the belief that any monetary investment in an upgrade should be directed at a new machine, as opposed to trying to keep the current one going.
However, if plopping some DDR2 in would make a difference, which I presume would be less expensive than DDR4, that could work.

Sadly, nothing in the CPU instructions appear to suggest the 2007 machine has PAE support, which seems necessary for a 64-bit OS:
